From what you have said Benjamin would have had the important engineering
skills necessary to be employed in the building of Crumlin viaduct and as work
started on it in about 1852 it seems to be a good reason for Benjamin to have
moved there between the censuses. There is an interesting web-site with old

At the bottom of the valley there was another railway line which passed
underneath the viaduct. To distinguish between the two stations people referred
to them as Crumlin High Level and Crumlin Low Level. Perhaps the terms upper
and lower were used as well which may account in some way for the word you
were puzzled about.
