Dear Roy,
Electoral registers are merely lists of the names and addresses of those
entitled to vote.
Prior to 1939 they contained both the home address and the qualifying
address (property ownership was an essential qualification).
From 1844 onwards almost all men over 21 appear in them.
Women do not appear in the registers until 1918, when those over 30 were
enfranchised. Women over 21 gained the vote in 1928.
