The National Library might do it too if they have a copy of the paper and
you can pay by credit card should Newport not be able to do it.

As far as I am aware it is not online anywhere. Newport Library have
Microfilm of the Monmouthshire merlin, you could contact them and see if
they would print off the article and send it to you and how much they would
charge.
