Hello Lilian,
My query is, would they speak Welsh or English or both. If their

Most people spoke English - a simple look through census returns
indicates this, as the Welsh census returns ask what languages are
spoken. Those people that spoke only Welsh would, most likely, be
further into Wales than Monmouthshire: There were many English migrants
to Monmouthshire during the 1840s and 50s, making it harder for Welsh
only speakers to remain so. Some of my wife's forebears moved there
from Devon. One of the roads in the Trevethin area has a row of houses,
seemingly, named for my wife's ancestors' family. An indication,
perhaps, of the power of the English influence on the area.
