Hi Carol
Not sure if you got an answers - have you tried looking in the 1881 census.
Where does it say she was born - you could perhaps use FreeBMD to search for
it if you can narrow down a registration district. Just using the county for
Williams is a bit too onerous.

I would like to know if anyone is researching an Edward POWELL in
Monmouthshire.
I believe my gggrandmothers Sarah POWELL's father was Edward and he was a
farmer.
She was born 1814ish in Monmouth Wales.
I have found the following entries which may or may not be right, but could
be connected to her.
1) Marriage 1 August 1812 Edward Powell, Monmouth bachelor, to Frances
Llewellen, Monmouth
spinster. Banns St Marys Monmouth. This from Gwent FHS Marriages.
2) in the 1841 census for Llanover Lower at Coust Farm there is a William
Powell 75 farmer
not born in county, Edward Powell, farmer, not born in county, Thomas
Powell 25, male servant
not born in county and William Powell, 20 male servant, born in county.
Sarah Powell was married to Henry Summers on 7th July 1839 in Church of
England Charlton Kings Gloucester.
She stated her father was Edward Powell Farmer. There was a Mary Powell as
a witness at the wedding.
In each census she says Monmouth as her birthplace, and in 1871 it is spelt
as Laneyatha, However no
place exists of that name so it must have been transcribed wrongly.
I have found a Mary Powell born 1819 Llanarth, and a Mary born in Llanover
in 1811.
There are several Sarah Powells but I cannot distinguish which would be her.
Can anyone help....maybe these names are familiar and part of your family
research.
Any help would be appreciated from me in New Zealand.
Sandi Halling.
