Wayne, the way it works is that an amendment, any amendment, starts
with one person in the project. When that one person has a reasonal
sounding amendment, he or she will present it to a state leadership
team for sponsorship. They can ask any state but Mike asked MNGenWeb
to be original sponsor. After hashing out the wording between Mike,
Shirley, Tim and myself, we approved it to go to the membership of
MNGenWeb for full sponsorship. Although a state leadership team is
not required to get permission from the entire membership to sponsor
an amendment, it is standard OP and frankly a considerate way to
include the entire state in the process.
After we become sponsors then Mike will need to round up 4 or 5 more
states to co-sponsor so that it can be put on the ballot next summer
for voting. This particular amendment concerns something that should
have been in the rules from the beginning but because it hasn't been,
it has caused negative situations. I think it is a good idea to
pursue getting it in the national rules so we are all on a level
playing field when it comes to our index pages.
