I think the current page does a great disservice to the existing
USGenWeb bylaws. This paragraph is far down the page and should be
included with the "required" section:
Required
for County/Local Coordinators and County/Local Project sites
Your State Coordinator will subscribe you to the state's email list.
All official matters to do with the Project and announcements from the
National level will be posted on your state's mail list. See Bylaws,
Section XI, Subsection B.)
Each county site must provide an easily accessible area for
queries.See Bylaws, Section XI, Subsection C.) If your state doesn't
have other requirements, there are several options available.
Three are:
You may provide a link to an existing message board related to your
county. - or -
Coordinators may generate their own query systems, such as mail merge
on their web sites. - or -
You can use an established system such as
rootsweb.com
http://www.rootsweb.ancestry.com/,
genforum.com
http://genforum.genealogy.com/, or
ancestry.com
http://www.ancestry.com/, etc.
All county/local sites must have a direct link to the state's project.
(See Bylaws, Section XI, Subsection C.)

Perhaps this page needs to be referenced better and less redundancy

I apologize for belaboring this issue, but I went to The USGenWeb by-laws
and can't see where each CC "must" maintain a query page. The by-laws
state:
XI. LOCAL PROJECTS
C. The local website shall also include a direct link to the state project,
an easily accessible area devoted to researcher's queries, and any
additional requirements specified by the state organization.
Including a direct link to a state project doesn't appear to be a command to
provide a query page in every county website as is the proposed requirement,
" Every county must maintain a query page." The word "must" is a
command
word that broaches no argument or flexibility for the requirement,
regardless of the discussion in the remainder of the paragraph. That is why
I believe it should be a "should" statement and not a "must"
statement.
Based on the above by-law requirement, we "shall" (another command word)
maintain a connection to the state query page if one exists, but should not
be commanded to maintain a query page for each county site.
My final input and apology for continuing the discussion.
Bryant

Thanks for your response Tim. Always timely very communicative. I normally
have a link to a message board or forum for my pages as well as an email
link to communicate with me if people have questions or need help. I
haven't created a query page in quite a long time.

Bryant,

At the moment, this is not an option for us as this is dictated as a
USGenWeb rule. All we are saying is how a coordinator fulfills this
requirement is left to them to decide. It is suggested that a link to a
query board such as Ancestry has is an acceptable route to accomplish this
requirement. Others may choose to do manual queries by receiving email from
a visitor who either fills in a form or just sends and email which is then
formatted to be placed online.
