I do not believe it was an intentional replacement. I think it was just an
oversight.
Other than linking to the main pages as required, I never link to graphics
but rather download them and upload them to my site. I tweak them as
needed.
I do believe the banner you seek is the old mn5.gif that was redesigned and
is now MNGenWeb401b.jpg which has the 462 x 92 parameters. You can
download that and rename it to your hearts content. The old one in .gif
format was 30.5 K while the new one in the same parameters is 13.5 K .jpg
You will likely have to change the extension to .jpg since I'm not sure how
well changing it from .jpg to .gif will render.

Why was this file replaced? What harm was there in keeping it?
If anything, it should have been replaced with an image of the same
dimensions so no distortion occurs for those pages using proper layout
technique. For example, MNGenWebBanner462.png.
