John your problem lies in the fact that you are linking the image from the
state pages rather than housing it on Crow Wing.
You need to find the appropriate sized picture and save it to your site and
link it on your pages. One thing I will say that the official logo is no
longer a banner sized photo so save banner 462 on your site as mn5.gif and
all your sub pages should be linked to that.
On the index page you will need to replace the banner with the official
logo which is square. There is no problem with having the new banner on
your page as well but the official logo, named mn5.gif on the state pages
must be on your index page.
Hope this clears it up. Just change all the sub page links to the banner
and fix the index page. You will be good to go then.

Why was this file replaced? What harm was there in keeping it?
If anything, it should have been replaced with an image of the same
dimensions so no distortion occurs for those pages using proper layout
