Virginia,
Birth records that involved an adoption are more closed than any others in
my experience with any Michigan birth records. This is state wide due to
adoption laws.
We went to a county courthouse clerk, had proof of the deaths of all parties
involved, and the son with us of the person who was adopted who knew it and
made sure the clerk knew it. This was a record of a birth for 1910. The
clerk said she could not release the birth of the person adopted in the
usual manner because it was a closed record due to the adoption. Even the
next of kin blood relative didn't make a difference on getting that type of
record.
Another instance was a probate record that involved adopted children from
long ago. The parts of the probate papers that involved the children that
had been adopted were suppressed, but the rest of the probate was available
from the courthouse.
There are films available through LDS Family History Centers of the births
of Wayne Co. (Filmed before the suppression and the 110 yr. law)
Here are the ones for 1915 -
Births, v. 10-12 1915-1917 . FHL US/CAN Film 1377683
Following records were sent to County Clerk:
Returns of birth, 1913-1915 FHL US/CAN Film 1380387
Returns of birth, 1915-1916 FHL US/CAN Film 1380388

You can order them into a a local LDS Family History Ctr. to view for a
month for about $3.25 each
So you have an avenue still open to get that record but not from the source
you thought.
