If the person in question filled out a Social Security application one
can order it even though the name doesn't appear on the SSDI. One has
to provide proof of death (death certificate). Exceptions would be
people who worked for the railroad.

At the time period in question you have to send for the application they
filled out and if they were self employed they didn't pay into Social
Security. That would cover a lot of people because farmers were self
employed. The law was changed later and they could pay in to the fund but it
wasn't required until the 70s I believe.
