According to the 1900 WI census, my great-grandfather (George MANN) filed a
declaration of
intent. I've searched Wisconsin and haven't found one here. He came
through Michigan, possibly living there for a decade or so in a
yet-to-be-determined location from 1881-1891. I'm presuming he therefore
filed his declaration of intent there. Does any one have access to the
index and would they be able to check for me? I'd really appreciate the
assistance.

I do not know if they have a Michigan index or not. Several counties have
been indexed. They will do one name for you, other than that they ask that
you visit the center or hire a researcher. I have a list of researchers in
the Lansing area if you are interested.
