Heritage Quest has a Clement Waters in Dorchester County in its 1800 census
from Series: M32 Roll: 11 Page: 15. It also shows
1,0,0,1,0;0,0,1,1,0;0;10 therefore there was one white male under 10 and one
bet 26 and 44, and one white female 16-25 and one 26-44, as well as 10
slaves. This census year only contained the names of the heads of household.
In addition there were two McNamara households in Dorchester County -- John
and John S (shows 0,1,0,0,1;1,2,0,0,1;0;10) , both from Series: M32 Roll:
11 Page: 40.
Yesterday I was in our county library (Howard County, MD) and found a book
entitled "Maryland Oaths of Fidelity, Vol 1" compiled by Bettie Stirling
Carothers which listed all males 18 or over on February 5, 1777 who were
required to swear allegiance to the State of MD . This compilation included
both a Henry and a Thomas Fowler in Charles County as well as a Clement and
John Fowler in Frederick County. There are other counties and a second
volume, but I had not written them down since I was only searching those two
counties for clues to my Fowlers.
A quick check for Bettie Carothers name on Google turned up many MD
documents available at the SE Kansas Library in Iola KS which is only about
100 miles from you. There may be some branch closer or your local library
may be able to get some of them transferred to your local library for your
use. Several of Bettie's compilations are available on the system. See:

The Waters I believe were in Dorchester/Calvert Md. Jane has to be
somewhere... I shall find her, it just will take me awhile longer! (Hows
that for a positive attitude!)
