Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb
Is there anywhere on the Internet that has the list of marriages performed
in Elkton?.

I'm not positive but there probably was a Florence Crittenton Home for unwed
mothers in Baltimore. I found this link which is actually about a branch in
Seattle but it mentions Baltimore and some dates.

Dave, the current bylaws are set up so that the STATE organizations as a
whole should decide whether to support the proposed changes, in Nevada we
posted the proposals, and decided to "go " with all.
When your state decides to support any or all. your state coordinator should
notify their regional rep in the advisory board, of which they do decide to
co-sponsor.
How your state handles the process before this point is up to your state's
procedures.
