It's those little "jaggedy" edges that show up when you compress a jpg file
too much - it roughens the image so it makes it hard to make out the very
faint strokes in some handwriting, especially if a faded pencil or light
blue ink was used to complete the application. You'll also see it in other
images, such as photos, if they're compressed too much.
Some others might be able to give a better definition.

I need to let you know that you will probably be seeing some 1911 images
that aren't cropped as tightly as you're used to seeing (you'll see the
entire margin of the certificate, and some white space on the right hand
side, but shouldn't see much more than that), and they may be only 700
pixels wide (instead of the 750 that is our normal size). There were some
issues when obtaining some of the images and this is the best we can do as
far as size and legibility. If you run into these, you don't need to pend
the image and notify the imaging administrator. Hopefully these will all
work their way through the system before too long. We've corrected the
issues that caused the problem, so once this first bunch gets through, we
shouldn't be seeing any more.
I also need your input - are you seeing a lot of jpg "artifacting" in the
images that you're transcribing? I know there's an entire microfilm roll of
1917 images that evidently were printed on very poor quality paper when
originally issued - when imaging these, there's "bleed through" of the
writing on the reverse side of the application. (This is not what I'm
talking about when referring to artifacting.) The image processors are
doing their best to get rid of as much of this as possible, while still
ensuring that the quality of the writing is not compromised because we've
lightened too much to get rid of the bleed through.
