We have two points of consideration here.
The first is that we offer to the researcher Transcriptions - for the most
part, letter for letter copies of what appears on the image.
The second is that even if we suspect the data to be faulty, we simply have
nothing on the document which would lead us to believe that the word NO was
intended instead of the initials N.O.or H.C. I can totally understand, even
sympathize with your argument. No one wants to mislead the researcher. When
half of a name is smudged to the point of being unreadable, we don't enter the
portion that is visible. It was, however, very heavily written over the
original name, so we can confidently assume that this is a correction, whatever
the intention.
As always, anyone connected with the Ky Vital Records Project is welcome to
submit a proposal of change (be it guideline or not) to Sherri Bradley,
Administrator. If she decides that you have a valid point within the project's
stated purpose, and that the benefits of the change aren't exceeded by the
effort it would take to put into effect, she would probably consider it.
And I'll defend any change that makes it through with just as much fervor as
guidelines already in place. Just think of me as trying to keep our
transmission frequency tightly focussed:)

Ah and there lays part of the problem. We all see things differently. With a
name one would find totally undistingushable some one else can "see" a name
or a view the letters differently. In this case you can see the NO but can
also see the letters underneath as well very clearly. Would it not in some
cases be better to leave blank when it is deemed to be clearly undecided and
let the person viewing the record make the choice on how to view the record and
what it should say. In a sense are we not editing when we decide what we
think it says tho it may not be that way.
