I broke Shelby County 'out of the box' a couple of years ago.

Basically, the only change to be made is to give yourself a true Table of
Contents (TOC) page as your index or home page. It just makes for a neater
site where one does not have to scroll forever to find something. The
category pages (bios, cemeteries, marriages, births, etc.) are all
individual pages. If you need to update or add to a particular section,
you're simply editing the one page. If you place a date somewhere on your
pages as to when it was last updated, then there is never a need to go back
and do anything to your main page (need to take my own advice on that one).
I added a photo to the main page for it's aesthetic value, but I figured the
idea here is to actually highlight the rest of the pages for their TEXT, as
that appears to have been the original intent of the Archives. Is there a
site out there I missed somewhere that is doing it drastically different?
I checked out a few state's pages and I just noticed they were also
utilizing a true TOC page. As always, I would greatly recommend a search
engine on any site that could be found on the main page.
Tom is correct. It can't be stressed enough. Everyone take great care
when uploading any new pages to the kygwarch directory. It will simply
require organizing any new pages in the html folder. Of course, the
contributed files linked to on each of your pages is derived from the ftp
folder.

UPDATE for all KY FMs:
Recent inquiry about web page design and layout by Lorrie Laskey, Floyd FM,
has opened Pandora's Box. The recommended standard format for KyArchive Web
Pages is hereby lifted and rescinded to show that all KY FMs now have the
option to use their own creativity in managing their published web pages.
Use your best judgment and continue to follow the guidelines set forth by
the project overall.
REF: USGenWeb Archives Project Guidelines, pages 1 & 2.
Keep in mind that shuffling files can also create havoc with URLs. Purging
files and cleaning up directory folders should be done with caution and
great insight relative to the expected results. Visit other USGWARCH web
sites in other states to get an overview perspective of how the national
trend is flowing.
Have a great day!
