Thought I'd see what I could turn up for you on this. I love a conundrum, and it's
fun to follow someone else's line every now and then.
I located the cemetery record for the Frank Jackson who died in Henry co, MO. It
doesn't look like it's your guy. This guys' folks are Lee & Elizabeth
Jackson, and it looks like your guy's folks are James & Annie. Here's what I
found:

So although it's no help to finding him, at least it's a wild goose chase you can
cross off your to-do list!
I do have an idea why he ended up in South Whitley, though. His WWI record lists him as a
switchman for Toledo's New York Central RR in 1917. As a matter of fact he was a RR
man his whole life, even in WWI from the looks of it. On an OLD map of South Whitley
(called Springfield then), one of the RRs going through town is listed as NYC & St
Louis. My guess is he stayed with the same RR his whole life and ended up in South Whitley
by taking a job on the NYC, then for some reason he became unable to continue the job so
he got a different job in town at the hoop factory.
I did not locate him in any South Whitley cemetery transcriptions, however I would suggest
an email to the South Whitley Library. They have a nice, if small, genealogy dept. and I
hear they have obituary cards and I know they've got all the old newspapers for South
Whitley. (Note: I did not locate his obit in the obit index for the Columbia City papers,
which is Whitley county's main paper, but didn't have access to S Whitley papers
& obits.) The librarians might also have information on when the hoop factory closed
up shop. A third possibility is to ask them about city directories from the 40's &
50's.
If he didn't follow the RR out of South Whitley, and he didn't stay in town, you
might try Huntington in Huntington county or North Manchester in Wabash county. They are
the closest other "big towns" to South Whitley since it looks like he didn't
come on up to Columbia City.
The other possibility is to check out this Mrs Clyde Salisbury listed on his WWII record
as the person who will always know where he is. Her name turns out to be Florence A and
she lived & died in Beaumont, TX. My guess is she's his sister Florence, who shows
up in one of his early census records.
Two other possibilities to work on, but I don't know how to do it. First, he was a RR
man. He might have retired and pulled pension. I know there's a whole mini-community
of genealogists who work with RR records. A google on railroad genealogy might be useful.
Second, along those same thoughts, he was a soldier at least during WWI. Check out
veteran's gravesites listings or possibly pension records. Perhaps something will turn
up.
I will keep playing with it for awhile and if I turn anything else up, I'll pass it
along. It's fun to look at new names and dates for awhile!
