You might check Wells County, Indiana at
usgenweb.org, select Indiana, Wells County. I
have been sending to the Wells county Public Library but those are not original images. I
think you have to send to the county board of health but the information will be on the
GenWeb site. The library site is available through the genwebsite. I can't recall the
address.
I just checked and this is where you send for marriage records for Wells county.

A couple of days ago I discovered the Bluffton Chronicle from Blufton Indiana was online
at Google. I was looking at it today and found that a marriage license has been issued to
my great grandparents in 1891. I did not realize marriage licenses were issued that
early.
I have two related questions:
1) would the information collected during the marriage application process include the
surnames of their parents?
2) Who would I contact to obtain genealogical acceptable documents with the application
information. (I would prefer to have images of the original documents, but a
transcription would be better than what I have. )
