He may have born to a Quaker family in England but I'm not
convinced of this. I suspect he was born to Richard
Ratcliff of St. Michael's Parish, Talbot Co., MD. My DNA
strongly suggests this. The difference in spelling is of
course, of no importance.
This Richard RaTcliff had a brother who emigrated 1682 and his
name was James. Richard came to America 1682. Both
were Quakers. Some of James' descendants remain Quakers to
this day. Did I mention that James spelled his name
RaDcliff? So I think Daniel Stephen came to VA from MD.
Richard's line is one of the most well-researched that I have
ever seen but no Daniel is ever mentioned. Nor can he be
found as a descendant of James. It's very strange.
