I've had trouble sometimes getting the material through the mail. But if
you go to the clerk's office in person they are usually more co operative.
As Terry said be polite and in my case be persistent. If you're in the
office they don't like you taking up so much of their time and you're more
likely to get what you want.

I had the same experience obtaining a death certificate (for a great-
great grandfather who died over 100 years ago) in June. The only
information I was eligible to see was the typewritten transcript on a
standard form. Very disappointing.
