I suppose that you've already noticed that in the 1860 census, a Hutchinson
family is living two doors away from John and Eliza Powell. They are as
follows:

You might have someone do a look-up for Eliza's marriage license as seen
below. Since she married so young, it might list her parents or it might
have required her parents' permission (or at least her father's).

It is very likely that Eliza remarried since she had such very young
children when her husband died. That makes it much harder to trace
her. They tended to remarry very quickly in those days.
