I assume you are referring to the Clyde Ward who lives in Hill, TX -

If this is the one you mean, it states that he was born in TX
The problem is that you have no idea what Arthur's name was at birth. His given name
might have been something besides Arthur and who knows which surname was used; probably
not Ward. Babies were born at home in those days, so Nellie could also have used another
name. Personally, I think the chances that someone with the surname of Ward fathered the
child and then she later ends up marrying a different Ward is too coincidental to be true.
This might be a story without a complete ending. Most of us have those. Please
understand that it was also common for the father to be a creation by the mother;
especially if she didn't want to identify the actual father. The fact that two swore
to that information on the birth certificate shouldn't mislead you. It's possible
that it's truthful, but just as likely that they made it up. Do you know what
happened to Arthur after 1920? Were the adopted daughters able to give you any
information about him? I wish that I could help more.
