Not everyone is aware that the very early Union Co settlers were
Quakers, and they "did not" get civil marriage certificates. The Quakers
did their own marriages, and this information is somewhat available from
as early as about 1807. There was Salem/Silver Creek Monthly Meeting
(church) just 3 miles SE of Liberty, in Union Co, and some of those
families were listed as living in Franklin Co. in the census, but were
members of "that" church. Some records are actually shown as Whitewater
Monthly Meeting north of Richmond even tho they lived in Union Co in the
earliest of times. These people started leaving NC at the start of the
1800's because they were anti slavery, so this is perhaps another
research avenue you might consider. In these cases of Whitewater MM the
transfers from NC to Indiana were made before the Salem MM was
established, and the people did not actually go to Wayne Co, to live,
but there arrival to Indiana is listed in those records and then later a
notice is listed as transferred to Salem MM when that meeting was
established.
