Background:
During his term, Governor O’Bannon appointed Co-Directors of the Indiana
Commission on Public Records (ICPR). Dr. Alan January was placed in charge
of The Indiana State Archives and Records Center. The other Co-Director
(CD2) was placed in charge of Forms Management and Micrographics (basically
the downtown operation) as well as budget matters. They were jointly
responsible for Records Preservation. (See for more info.)
While overseeing the operation of the Archives, Dr. January has nurtured a
volunteer program that has allowed researchers the opportunity to access
records, both on site and via the internet, that were previously not
available - primarily because the bare-bones Archives staff did not have
the time to process those records. Under Dr. January’s guidance, the
volunteers have broken records each year for the number of hours worked
toward making this information available to you.
When Governor Daniels took office, one of the demands placed on him was to
appoint directors of many State agencies and offices, including the
ICPR. Until such time as he made those appointments, the current directors
remained in place. Apparently at some time this year (probably in January)
CD2 was appointed as Acting Director over the entire ICPR operation. I say
‘apparently’ because at no time was anyone at the Indiana State Archives,
employee or volunteer, officially notified of this change in leadership.
Why should this change concern you?
CD2 has made some decisions since acting as interim director that
potentially have a negative effect on your genealogy research:
· CD2 denied the acceptance of a delivery of confidential state
records. These records were consequently left on an open receiving dock at
the Government Center downtown until the Governor’s Office was asked to
intervene.
· CD2 had planned to destroy more than fifty skids of historic and
valuable newspapers even though the ICPR had previously made a signed
agreement to store them for the Indiana State Library.
· CD2 has asked State Archives employees (purportedly in an effort to
get caught up with the backlog created by the lack of sufficient employees)
to “sample” records. CD2’s intent, in one example, is to randomly pull
complete records from the Indiana Dept. of Corrections, while keeping only
the photo and record cards (not the entire record) for the remainder of the
prisoners. Imagine if the full records of notorious figures like John
Dillinger, Stephen Judy and Mike Tyson – just to name a few – were not part
of those “sample” records. imagine if the full records of one of your
relatives was not included in those samples.
Because of the interim appointment, CD2 seems to be the obvious candidate
for permanent appointment to the Director position. The State’s fiscal
year begins July 1st, which means the funds may be available to fill the
position permanently, so the clock is ticking.
As volunteers who devote time to preserving these historic records, it is
most discomforting to imagine a director who does not place the necessary
value on the retention of this priceless information.
Remember, these are PUBLIC records, which means they are YOUR records. Are
these examples of how you want your records maintained?
What can you do?
If this issue is important to you, please take the time to write, e-mail or
call any or all of the following contacts and request that the current
Acting Director of the ICPR NOT be selected as the permanent Director.
In addition, if you have knowledge of Dr. Alan January’s dedication to
preserving our past, please feel free to ask that he be placed in the
position of permanent ICPR Director.

In the 1860 Indiana Census, Tipton County, Madison, there is a family listed:
Abraham Wolford, age 43, born in Ohio.
Matilda, age 35,
Lydia A age 10
Sylvestor, age 8
Mary, age 6,
Jonathan, age 4.
Does anyone research this family? Who are Abraham's parents? I'm wondering
if this may be connected to the WV Wolfords.

Yes, that John Wolford stayed and died in Hampshire county. The first John Wolford moved away. He was born in PA, served in the NJ militia, and moved to Hampshire County after the Revolutionary War. You will not find an Elizabeth at first glance because records are usually kept under the man's name.
On the surface, records in Hampshire County, West Virginia, are confusing. There is the John Wolford from Maryland who lived there and had 11 children. Some children even shared the same names. (Maryland John/Catherine children were Henry, Martin, Jacob, Elizabeth, Phoebe, Ann, Adam, John, Rosanna, Isabella and Susana.) Fortunately, when John and Elizabeth left Hampshire county, it appears he took all his children with him.
Hampshire county personal tax list: John Woolferd, 29 Sep 1791, 1 white male, 2 horses; John Woolford, 6 Jul 1792, 1 white male, 2 horses; John Wolford, 22 May 1794, no details; John Wolford, 19 Jun 1795, 2 white males, 4 horses; John Wolford, 28 Apr 1796, 2 white males, 3 horses; John Wolford, 25 Apr 1797, 1 white male, 3 horses; John Wolford, 2 Apr 1798, 1 white male, 4 horses; and John Woolford 10 July 1798, 1 white male, 2 horses (this was first time 2 John Wolford's are listed in Hampshire County; entry year of Maryland John Wolford uncertain, but not before this year); Mathew Woolford, 10 Jul 1798, 1 white male (who is this?); John Wolford, 10 Mar 1799, 1 white male, 5 horses; and other John Wolford, no date, 1 white male, 2 horses.
At this point, Hampshire county personal tax is divided into Upper/Western tax district and Lower/Eastern tax district. Upper/Western tax: 1800-1 male, 6 horses; 1801-1 male, 4 horses, 1 slave/servant; also lists Mathias Wolford, 1 male; 1802-1 male, 6 horses (taxed at 12 cents each); 1803-1 male, 6 horses, 1 slave/servent; 1804-1 male, 6 horses; 1805-2 males, 5 horses; 1806-2 males, 5 horses; 1807-none; 1808-no tax taken; 1809 onward had no John Wolfords listed in Upper district. Since John bought land in 1805 in Randolph county, there was something left behind in 1806 to be taxed. Where John was physically located in these years is currently unknown. It's also unclear the taxable meaning on slave: slave, indentured servant, hired hand?
The Lower/Eastern district lists John Wolford also, mostly having 2 horses in years 1800-01; 3 horses in 1802-03; 4 horses in 1804; missing in 1805; 5 horses in 1806-07; 2 males, 6 horses in 1810; 1811, 2 males, 6 horses; and Henry Wolford having 1 horse. The later years continue to list John Wolford in Lower district, evidently the Maryland John.
I have more documents about the first John if you're interested, but it's clear that your ancestor was the second (Maryland) John. There's an interesting book written about the History of Hampshire County and lists that John, Hoy, the cemetery, etc.
FYI: Isaac is from Indiana, not West Virginia, but his ancestors were born in WV.

Sorry, Lee, no, this isn't a Maryland Wolford.
Isaac is son of Simeon. Simeon is son of Martin. Martin is son of John Wolford and Elizabeth Woolever. They first moved to Hampshire county before John and Catherine Wolford of Maryland.
John and Elizabeth moved out of Hampshire to Randolph County.
Isaac's wife, Mary, is the dau of Henry Deal. Are you getting the names mixed maybe?

1870 census White River twp, Noblesville, Hamilton Co, IN lists Rachel 36 widow b IN, George is 11 and Eleanora is 7..both children born IN.
1880 census Buena Vista, Hamilton County, IN lists Rachel Davis 46 widow b IN, Father b KY, Mother b OH. George S son 21 b IN, father b Conn? Mother b IN.
Living next door in 1880 is the family of William Reams Engineer 52yr b VA . A daughter Armilda 19 b IN is listed among others.
1900 census of Hamilton County, IN Jackson twp,lists George S Davis and Milda (Armilda Reams) . Son Otto 15, Grover 7 and Cecil 4. Census states George's father b IN. George S works in tin mill.
Does anyone have information on this family prior to John Davis 1833?
Dear Mr. Short: I have not lived in Hamilton County for many years;
however, I can give you directions to the cemetery--there is only one. Take State
Road 19 south from Tipton until you reach the east edge of Arcadia. Make a
left turn. The cemetery is about one-half mile on the right. The two churches
you refer to are one and the same.

I'm not sure about Hamilton County, but when I visited Tipton County in the
'90s, there was a copy of the DAR cemetery project in the County Health
office. DAR inventoried cemeteries in the mid 20th century, and did a wonderful
job of documenting.
Also, if you have the address of the cemeteries (from the county, websites,
etc.) you can go to maps.com or any other mapping site and get exact driving
directions from Tipton.

1832 and died 1903 - who married Alexander Robinson/Robison in Tipton in
1850-1851. Possible that she could be listed in the 1850 census in Hamilton County,
