I would guess that Lillie Brugh is the daughter of Harmon and Mary Brugh.
Here is the family in the 1880 census:
1880 Tippecanoe Census, Perry Twp:
Brugh, Harmon m 47 laborer IN VA OH
Brugh, Mary f 39 wife IN NY NY
Brugh, Hannah R. f 19 daughter IN IN IN
Brugh, David Elias m 17 son IN IN IN
Brugh, Mary Delila f 15 daughter IN IN IN
Brugh, David m 12 son IN IN IN
Brugh, Christina f 10 daughter IN IN IN
Brugh, Charlotte f 6 daughter IN IN IN
Brugh, Sarah E. f 3 daughter IN IN IN
Brugh, Lillie f 2 daughter IN IN IN
Lillie's sister, Charlotte, a.k.a. "Lottie" married Charles Kelley, Dec. 8,
1895 in Tippecanoe County.
Charles Kelley is a son of George Washington Kelley and Mary Jane Jacks, who are my great
grandparents. In the 1900 census, Charles and Lottie Kelley are living next door to
the Harmon Brugh family:
1900 census, Tippecanoe Township, Tippecanoe Co., IN:
203/206
Kelley, Charley, WM, Nov. 1861, 38, Married 5 yrs., IN, IN, IN, rents farm

Brugh, June C., WF, May 1883, 17, single, IN, IN, IN, daughter, house servant
In 1910, evidently Harmon is dead, and his widow is living with her daughter Lottie Kelley
in White County.

Kelley, Charles, head, 48, M1-15, IN, IN, IN, farmer, rents farm
