I would try Dearborn County. Here is a passage from "History of Switzerland
County" by Perret Dufour, published by the Indiana Historical Commission,
Indianapolis, 1925 (reprint, 1987, Heritage Books, Inc. ISBN 1-55613-092-9):

"In 1801 Dearborn County was organized in Indiana Territory and embraced
within its limits, Switzerland County as to the present extent of its
territory including that portion stricken off to Ripley County many years
since and known as "Ross Township", and remained so until 1809 when all
below Grants Creek was organized into Jefferson County."
"Dearborn County continued to embrace Switzerland and Jefferson, or part of
Jefferson until some time in 1810 when the present Territory of Dearborn
and Ohio counties constituted Dearborn Country, and Switzerland County was
part of Jefferson County until 1814 when Switzerland County was organized
as a separate and distinct county."
