Maybe there were also ministers back then like the one who married my husband and I. A
year after we married, we had never received a copy of the certificate back in the mail.
We kept inquiring with our minister and he'd tell us things like, "I checked and
the clerk's office is behind.", and later "I checked and it's in the
outbox ready to be mailed back to you". After this went on awhile I called the
clerk's office myself and they replied "The minister has never mailed it back to
us, so as far as we were concerned you let it lapse without ever using it."
Soooo....legally we weren't even married. We later found out he'd done that to
several couples who married that year. If that happened back in the 1800s people might
never have followed up on it and the marriage would never have been recorded.

I have recently discovered that a marriage license can be issued by any
county in Indiana and used in any other county. The county where the
license was issued is the county where the record is kept regardless of
where in Indiana the marriage took place.
This is the reason I have not found the license or marriage place of some
of my family.
I live in Kansas and the law is the same here and also in Missouri. This
is not true for all states - in some states the license must be used in
the county where it was obtained.
