You are correct, he was not there in 1860,but in Rush Co.
I thought it was a statewide roll.
Thank you for checking.

Checked the list for Shelby County, and there is no Seth Yuung or Seth Young listed. When I checked the census records, there is an entry in 1850 for a Seth Young in Van Buren Township, but not in 1860. If Seth Young was alive in 1860, he may have been living in another County, and I do not have that list.

Is there a Seth YUUNG on the list? He was supposed to have been rejected for a disability.

BRINGS SUIT FOR DIVORCE
----------
Mrs. Emma Williams Plaintiff in Case Also Involving Property Rights
----------
Mrs. Emma Williams has brought suit for divorce from her husband,
Charles L. Williams, of Washington township. Both are well-known and are
the proprietors of the _*Flat Rock cave grounds *_and also of the Cave
telephone exchange.
Mrs. Williams alleges cruel and inhuman treatment. John J. Mohr,
Leonidas Buckler, Edward DeBaun, Strand Holton, William Davidson, George
Gundrum, Curtis Caudell and the First National Bank of Shelbyville are
made parties in a suit for injunction. Mrs. Williams alleges that she is
the owner of the cave grounds and the exchange, and asks that her
husband be prevented from collection any of the revenue due her. The
complaint alleges that the revenue from the grounds is from five to ten
dollars per day and from the telephone exchange twenty-five hundred
dollars per year.
The other defendants in the suit are involved because of a sale Mrs.
Williams had recently. Notes were given and the complaint asks that Mr.
Williams be enjoined from collecting these. The bank is drawn into the
case because of a deposit of four hundred and fifty dollars placed there
by Williams. The plaintiff alleges that the money is her property.

Jackson Township Militia Enrollment list page 56 line 14:
John J. Lemar listed as farmer, non able bodied (weak eyes,
double vision)
There is a line through his name and through the age which looks like 33.
line 13 shows
William Lemar (Jr) age 23 - no line through his name
The explanation sheet from the Indiana State Archives on the microfiche contains this exerpt I selected:
"Orders from the Secretary of War Edwin M. Stanton in August, 1862 instructed each northern state to make arrangements for a draft of state militia to fill a call for 300,000 men.
By order of the War Department, all white men between the ages of 18 and 45 years were required to enroll in the state militia. After much negotiation with Washington, Indiana Governor Oliver P. Morton obtained permission to alter the scheme to erect a conscription plan that was seen better suited to conditions in Indiana. The key element of the scheme was the appointment of county commissionsers to overseee the implementation of the draft in each county. The commissioners and their assistants were to complete two lists, one listing the men who had already enlisted in the volunteer forces, and the second being the list of all other men between 18 and 45 years. Lists were created for each township. When the lists were completed the county draft commissioners set a time to hear claims of disability or exemption from the draft by the men in the county. Once exemptions were granted and noted on the lists, the lists were sent to the General Commissioner in Indianpolis overs!
eeing the draft throught the state.
The draft then took place in each county on Ocobber 6, 1862. Each name was written on a separate piece of paper, and placed in a box for each township. A blind -folded man then drew the number of ballots corresponding to the quota required of each township.
Under the plan, provision was made for those men who were drafted to furnish substitues ito serve in their place. Also, drafted men were encouraged to volunteer in the established volunteer regiments. Conscientious objectors were allowed to pay $200 to commute their obligation....
The draft of 1862 was the only state-administered draft during the Civil War. In March 1863 the US Congress passed an Enrollment Act, establishing a federal draft system over the country. Several drafts took place during the remainder of the war to raise troops to fight the rebellion...."
