I think you may be right about Frank and James being the same. We received
the information that Frank married Keziah from the Harshman book. Her child
is listed on one census as Clement but later on he went by Frank Clem
Harshman. Keziah's husband Frank had a grandfather named James so perhaps
he was Frank James or James Frank Harshman. Here are some other facts we
found out from a Preble Co. forum regarding the father of Frank -Reuben
Harshman.

James was second son of Peter Harshman and grandson of Ulrich
There is no death record for him in Preble county. His wife
Rhoda Burke Harsman died Dec. 5, 1867 age 78 and is buried at
Bonebrake cemetery. Rueben, Joseph and Abraham Harshman bought
good at estate sale 1825. Rueben moved to Randolph co Indiana in 1834.

This Rueben was on the 1840 Randolph Co. census as Rubin. Later his wife
Margaret is on the 1880 census, presumably a widow.
