Sherry,
Have you obtained Theodore Theil's Civil War pension file from the National Archives
and Records Administration (NARA)?
Ancestry.com shows that a pension file was made under
the name of Theodore Theil (Co. C, 99th Indiana Infantry) for his widow Elsbe (pension
certificate number 505,519). Given that Theodore died in the late 1890s, he was likely to
have filled out the two forms that were sent out to pensioners during that particular
decade asking for family information (e.g., places of residence since war, wife's
name, names of children, childrens' date of birth and location of birth, marriage
date, marriage location, etc.). The pension file itself can be quite large, but
there's a flat fee for copying and mailing regardless of size.
Pension files can be ordered from NARA online:
http://www.archives.gov/research/order/orderonline.html
Hope this helps.
