Great! I hope it works out well for you with this cemetery in getting
donations.
What you really need to do is research the land deeds to determine ownership
of the cemetery. You will probably have to look way back in the deeds, maybe
a 100 years or more. If the cemetery is indeed landlocked, and no taxes are
being assessed and paid on the cemetery, and the cemetery was established on
or before Feb. 28, 1939, and the cemetery has all the looks of being
abandoned, then it falls under the responsibility of the township trustee.
Yes, you do need to get the permission of one of the landowner(s) whose
property butts up to the cemetery parcel to CROSS their property, but not to
restore it. If they don't own it, why would you need their permission to
restore the cemetery? What you do need is permission of the township trustee
to clean and restore the cemetery. Ernie Lasley (who is on this list) has a
permission slip you can use. I am sure he would be happy to send it to you,
if you like.

I did just that and am waiting their reply.
Now this cemetery that I want to get restored is surrounded by private
property.
Do I need to get permission from the landowner to fix the place
up. I've visited the cemetery three times this year and have yet to meet
the property owners even though I always stop by their house to ask for
permission. Who owns this land anyway? Does the state own it?
