I think Ernie said it clearly.
Why go there if the dates have been added to the new stone.
The problem is the folks that replaced this stone didn't
dispose of the old one correctly.
It just leaves questions for the next generation.

Does anyone have any suggestions? Since the IOOF is a private cemetery, is
there a way to make them use the proper techniques to install and repair

Since this is a privately owned cemetery you might want to go
directly
to the owners, which is possibly an association board associated with
the
Odd
Fellows. Explain the correct methods of repair and cleaning and
offer to
properly train the sexton.
Also, it sounds as though the marker you found is a replacement
stone
and should have been destroyed when the replacement was set. The
marble
is
still good construction material, but the inscription should be
removed to
alleviate any further confusion in the future.
