Yes, in California, the private licensed cemeteries are nearly all "for
profit." The "non-profit" cemetery associations are almost all operating
any number of our historic "public" cemeteries that some politicians way
back when forgot to stand up for! Most don't know what they're doing and
when the cemetery becomes full (or OVERFULL) they'll probably just walk away
from them or start burying over more of our pioneers...
(Seen too much of it not to say it out loud!)

I'm not sure what you mean when you say you are not a fan of "private"
cemeteries...do you mean for profit cemeteries?
I guess my cemetery could be considered "private", as it is owned by a
cemetery association comprised of five volunteer members, me included.
However, we are non profit....very non profit I might add.
Even many public cemeteries owned by towns and townships charge for burial
lots, though. I would guess that many collect up front before any burial
can
be made. Our board last year also implemented a burial opening fee
that
we
collect up front as a way to help our financial situation. We are
still
burying people who bought graves 30 years ago for $50.00...the grave
opening
fee helps us keep our heads above water rather than disband and turn
the
cemetery over to the township...
