As for Flags usually the local VFW or AMERICAN LEGIONS will mark the graves.
As I work on the graves project I find many that are pasted over. Many of
the Civil War markers need to be replaced due to the material used at the
time they have weathered badly that many are now unreadible or fastly
getting to that point. A vigorous campaign by local historical and
genealogial socities need to get more involved especially due to the many
Civil War and Spanish American War markers that need to be replaced.
