Sounds like regular crushed rock (limestone ?) probably with a little
rock dust mixed in. I believe many people mix sand in with their stone
to compact evenly. I also think most use pebbled
rock that is found in landscaping and gardening.
I do know from experience that lots of crushed stone has very sharp
edges, which may scratch the tombstone itself.
But if you are using it under "sockets" or
heavy mutiple piece monuments it compacts great. Watering it down and
using an asphalt tamper has worked great. Just my opinion, everybody
has their own preferences
