not all Townships get Tipping Fees - here in Henry County it all goes to
fund our Solid Waste District.

I guess the first question I have is if the cemetery is on township
property
or private property? Once that is answered, all of the below suggestions
would apply if it is on township property. If it lies on private
property,
you're probably wasting your time as the townships can't and/or won't be
able to
do much.
I'm hearing from my township trustees that the state board of accounts has
been really cracking down on them regarding their expenditures. They have
tens of thousands of dollars in landfill tipping fee money that they can do
so
much with, but are being told not to by the board of accounts because it
doesn't fall within the scope of what is allowed. Spending money on a
cemetery the
township doesn't have control over would get the township written up for
sure...
If it's a township cemetery, though, then you have every reason to do
whatever you can to get something done.
