Thanks to Rick and Dale for their continuing review of the bills.
I wish they had been at the Legislative Study Committee when their
questions
about the Cemetery Registery came up.
They are right to be somewhat skeptical regarding the Cemetery
Registry
program, because this has NOT yet been implemented by DNR's
Division
of
Historic Preservation & Archaeology (they have posted a job
opening
for the
Registry manager, though).
BUT... the two House Bills (1960 and 1758) would NOT replace or repeal
the
State's newly enacted (last year) Cemetery Registry, nor the
State
Register
of Historic Sites [which includes sites with historic buildings or
archaeological remains]).
In fact the bills refer to the Cemetery Registry and the State
Register of
Historic Sites.
The Cemetery Registry law was written so that anyone that DNR-DHPA
wishes to
have help in recording cemeteries could provide information for the
registery, including county historic
preservation groups, individuals, etc. From my discussion with DHPA
staff, they will welcome this input. DHPA also committed to this
approach
at public meetings, including last summer's Legislative Study
Committee.
Under the Cemetery Registry program, there is NO requirement for a
survey by
a qualified land surveyor.
However, a survey would be required if a landowner wanted his cemtery
to be
considered a Classified Cemetery, because of the property tax
reduction the
land classification
offers. County Auditors & Assessors need to know the location and
size and
value of all parcels of taxable property, even those which are
minimally
taxed as an incentive for conservation.
Everyone should note that Classified Forests and Classified Wildlife
Habitats also have requirements for survey by qualified personnel for
the
same reason.
Because the Classified program will help conserve some historic sites
and
cemeteries, we and future generation can benefit from having this
preservation tool.
I hope more people will weigh in to express their interest in this
important
legislation.
