I would get an estimated bill and give it to the trustee in person.
Maybe take pictures also. They may have extra money to fix them but I know my
township funds are extremely tight. We are in the process of doing next years
budgets, you might ask them to include the repairs?? It could not hurt to ask,

This is a situation where we ask and get
permission from the trustee to do one of his cemeteries. He pays for any
expenses that we have and we don't charge for our labor, just donate that.
Feels funny to send him a bill for repairing damages in this situation. I
know he probably agrees is our complaint and always passes (or so he says)
our complaint on. The contract mower then has workers that are not
honoring the dead when they mow just doing another job.
