Beginning March 2nd, 2020 the Mailing Lists functionality on RootsWeb will be discontinued. Users will no longer be able to send outgoing emails or accept incoming emails. Additionally, administration tools will no longer be available to list administrators and mailing lists will be put into an archival state.
Administrators may save the emails in their list prior to March 2nd. After that, mailing list archives will remain available and searchable on RootsWeb

My reference to the state's largest landfill is our alternative source of
funding. The county, towns, and townships all get a tipping fee for every ton
of trash dumped in our landfill. In good weather, it's nothing for our
county to get $750,000 to $900,000 PER MONTH. This does not include the towns and
townships that get from $10,000 to $30,000 quarterly, depending on the
amount of trash dumped.
My township has used this money to fund cemetery and mausoleum restoration
in the cemetery that I am president of, which is the only cemetery in the
township. Two neighboring townships have also used a substantial amount of money
to have their cemeteries professionally restored. Were it not for this
funding, none of this work would have been possible.

Hello all,
I have been away from my computer since Friday when I posted and I will try and reply as needed to the posts made on this list in this one e-mail. I have an Incredimail account which will not let me post to the INPCRP list so I must switch to my Outlook express to post and answer questions.
1) The post from Jack Briles. So good to hear from you again. Hope you and Betty are doing well. Thank you for the support of H.B. 1155. I am, personally, in favor of the user fee on death certificates to help fund a pioneer cemetery account for our State's cemeteries. In 2005, our bill died once it made it to the House Ways and Means Committee. No republican or democrat wants to be responsible for adding another "tax". When we testified before the Local Government Committee (before it passed and went to House Ways and Means), they went around and around this issue about this "tax". If it wasn't for all of us testifying for this bill and especially Rep. Tiny Adams, (God rest his soul) co-author of this bill and for his staunch support, it most likely would not have passed the Local Gov't Committee. We were so elated to have it passed, we thought we had a good shot at the next step - House Ways and Means. It was almost immediately thrown out of that committee because of adding a new "tax". And they had more important issues to talk about- the new Colts stadium (I am a huge Colts fan so please do not take that the wrong way.)
For those working on this bill, the majority, wanted this new "tax" removed so the bill would have a better chance of passing. Something is better than nothing, right? So we will try and get the rest of the bill passed sometime in the future. I, personally, would like to revive this user fee at a later date. What is it that we are lacking, what our township trustees are lacking and our county cemetery commissions are lacking? Money. Sure, we all volunteer our time and have used our own money, I am sure, to restore our cemeteries around the State. But, how much longer will we be here and can physically continue our work? Who will carry the torch after we are gone? Will anybody care? There needs to be something in place, a better system and some source of funds for our cemeteries or I feel our work will be for naught.
I understand your frustrations with your county and the courthouse. You are not the only county with non-educated individuals about our cemeteries and the laws that pertain to them. It is our duty to educate these folks so they do know. I have talked to different officials until I have been blue in the face and they tend to "forget" these laws so I really do understand your frustration. But keep going, we are doing a good thing here. I am sorry to hear about Tom Cannon. He was a twp. trustee that took his responsibilites seriously. I think that is a large reason why twp. trustees do not levy a tax in their townships for cemetery maintenance. They are afraid they will not be re-elected. It is a vicious cycle and it needs to stop. So let's look for other solutions to our cemetery crisis.
As for the 1900 date of establishment date, this was to help Newton Co. as well as our other cemeteries in our State. Nothing is more frustrating when a county cemetery commission cannot work in or restore a cemetery because the cut off date is 1850. Ridiculous. 1900 allows cemetery commissions to work in more cemeteries and to be a good resource for twp. trustees to use.

2) Hi Bud Bush,
Henry Co.is in dire straits right now fiscally, I don't forsee in the near future a county budget for us. You gotta keep doing what you are doing. Now that I am no longer helping Hancock Co. anymore, I can go back to my duties on the Advisory Board. I look forward to what we can accomplish together in 2008. That is what I like about you guys. It is not whose name or face is in the paper or who got recognized for what. You just do what you do for the pure love and the feeling of accomplishment you get when you work in a cemetery, unlike the other county. We work as a team and recognize ourselves as a team and that is the way it should be. Thanks for that wonderful website of yours!
3) Richard Post. I understand your opinion on no new taxes, raising taxes or user fees. I don't like them either. We are taxed to high and I am sick and tired of it. But....when I asked other people about a $3 increase, IF they purchased a death certificate knowing that $3 went to restore/maintain their family/descendants gravesites, they saw no problem with it. The $3 user fee would only be charged once if you went in and wanted two copies of one. This is one user fee that I agree with because our cemeteries need it. Unfortunately, it is our generation still here that must clean up the mess, neglect and abuse that our past generations left us. It is not a cheap mess if we do it correctly so it will last for generations past ours. There must be a fund to continue the maintenance that we all know our cemeteries will need in the future. If you know of another solution to this problem, please present it and also voice your opinion to our state legislators, the Governor and your local officials. Please know that we are striking the user fee section of this bill. I asked Rep. Tom Saunders, author of H.B. 1155, to do that so we had a better chance of getting it passed. I don't know how long you have been on this list, but when this bill was first presented there was a lot of fuss over that user fee. Some thought it was fair, others did not. Others didn't want it only going to county cemetery commissions that were formed and so forth. Just check out the archives and you will see. You are not the first who has had a problem with this fee and you won't be the last. I appreciate your opinion and don't be deterred from posting again.
4) Kyle Conrad. Thank you for your support. I agree with you that the user fee has the least amount of impact for anyone. We choose whether or not we use that service or not. It is our choice.
Now, I did not post this to the list so everyone can start causing a fuss with anyone that has a different opinion than them. For Pete's sake, cut it out!! This was posted to let everyone know there are people still out there working on this. We have not given up and we need your support. If you support it - great! Please contact Rep. Tom Saunders and other legislators to know your opinion on the subject. If you don't support it - great! But help us find other solutions to the problems are cemeteries are facing. It is all good and fine that we are all out there working on our cemeteries, but if we don't get something done higher up, it is just going to revert back to the state we once found it. Now, let's raise our torches higher and let those officials know where we stand and don't take "no" or "I don't know" for an answer. Don't accuse or bicker, but offer solutions and be nice. They will eventually listen.

The INPCRP really does not fully appreciate what they have in their
organization. They have more activity, comments, suggestions, restoration
projects and co-operation in regards to volunteer projects than all other
cemetery lists combined. INPCRP really has a great organization in place
and
operates fairly smoothly. I wish that the people that seriously disagree
with INPCRP would consider letting the dedicated people continue in
their successful projects in regards to cemetery restoration. Some people
are being called "SPAM". It might mean SASSY PEOPLE AND MAD. My
Grandfather always said that water seeks its' own level. If I were the
INPCRP I would ignore the people that SPAM and maybe they will go away. The
INPCRP needs to keep their head above their water level. The more attention
given to these kind people simply justifies their cause and we are all
catering to them by giving them what they want - attention. INPCRP needs to
stand for something else "INDIANA PROMOTES CEMETERY
RESTORATION PEOPLE. Keep up the good work! Let the peace continue.

I have photographed and documented hundreds of Graves in Huntington and Wabash County and decorated Vet's graves with hundreds of American flags, but I don't claim any great resume for myself in this regard--but I don't think I'm 'spam' either. I think everybody has a right to their opinion on this board without being nastily flamed for it. (The IDNR introduced Multiflora Roses to many of their properties and they do grow like weeds.) I fail to see where a $ 1.00 Tax Fee for a CORONERS continuing Education is
any more important than a $ 1.00 Tax Fee for our Pioneer Cemeteries. There
must be something here I missed in reading H.B.1155 There is an ongoing
problem with the cemeteries. I don't know who is really benefiting from these
bills, I can't get anyone down here to help me try to get a cemetery commission
started. No one wants to get involved. Tom Cannon lost his Job as Trustee
because of his involvement in trying to improve the Volunteer Fire Dept. You
Guessed it,TAXES I thought we had a Maintenance bill, TRUSTEES.
The county is so small, no one wants to jeopardize their job backing
any kind of Tax. The Bill says the Auditor and the Recorder would be involved.
The only thing the Recorders office knows about cemeteries, is that I am
always in their office looking for Deeds or Exceptions for the Cemeteries. (I do
get my Copies Free)
The Auditor and the Recorders offices do not know anything about any
Cemetery Laws. ! ALSO, I am glad to see the Date of the meaning of Pioneer is
moved up to 1900 instead of 1850. Our last piece of property in Floyd Co. was
sold in 1855. The first in 1801, I compiled a Record of the names and date of
all property sold from the Land Office in Jeffersonville. I will BACK H.B.
1155 as it stands, and will try like Heck to get others to do the same.
Let's at least hope some form of the Bill passes.

Hello all,
I hope some of you remember back in 2004-5 when a group of us was lucky enough to meet with an attorney/lobbyist who helped us draft a bill called the "Cemetery Maintenance Bill". We are looking for support again this year for this bill.
I was at a Town Hall meeting on Tuesday with Rep. Tom Saunders, author of this bill. He believes there is no support for this bill, I guess because of the length of time that has lapsed. We need you to call or e-mail or write to him to let him know we are still out here. We want changes done so our cemeteries are better off. This bill helps some, but, I feel, is a stepping stone for other bills to come. I asked Tom to REMOVE the death certificate fee increase. The majority wanted it removed so it would have a better chance of being passed. While it most likely will not be heard this session due to the property tax issue, it still lets him know we are interested and care!

Please pass this on to other interested individuals. The more who talk with Tom and their own state representatives the better. Educate your own state rep and let them know what we deal with on a regular basis with our State's cemeteries i.e. condition, lack of care, lack of funds, etc... They will not know unless you speak up.

PECANS IN THE CEMETERY
On the outskirts of a small town, there was a big, old pecan tree just inside the cemetery fence. One day, two boys filled up a bucketful of nuts and sat down by the tree, out of sight, and began ? ?dividing the nuts.
"One for you, one for me. One for you, one for me," said one boy. Several dropped and rolled down toward the fence.
Another boy came riding along the road on his bicycle. As he passed, he thought he heard voices from inside the cemetery. He slowed down to investigate. Sure enough, he heard, "One for you, one for me. One for you, one for me."
He just knew what it was. He jumped back on his bike and rode off. Just around the bend he met an old man with a cane, hobbling along.
"Come here quick," said the boy, "you won't believe what I heard! Satan and the Lord are down at the cemetery dividing up the souls."
The man said, "Beat it kid, can't you see it's hard for me to walk." When the boy insisted though, the man hobbled slowly to the cemetery.
Standing by the fence they heard, "One for you, one for me. One for you, one for me."
The old man whispered, "Boy, you've been tellin' me
the
truth. Let's see if we can see the Lord."
Shaking with fear, they peered
through the fence, yet were still unable to see anything. The old man and the
boy gripped the wrought iron bars of the fence tighter and tighter as they tried
to get a glimpse of the Lord.
At last they heard, "One for you, one for
me. That's all. Now let's go get those nuts by the fence and we'll be
done."
They say the old man made it back to town a full 5 minutes ahead
of the kid on the bike.

When I first started looking at the cemetery listings for my county. I noticed
there was not a good
consistency anywhere except our research library. The state genealogy library
only had 1/2 of
our listings and our public library only had 1/4 to 1/3. Fort Wayne and the
LDS-Utah had about
the same. I felt this was so sad to have them all locked away in a part time
library. I started putting
some in our genealogy newsletters and some online at the county genweb. The
historical society
did not like this thinking at all. Now really, it makes since to me to share
where folks are buried
so everyone can find the family lines and finish documentation for research.
Hording these listings
just seems plan crazy. I want to eventually get all my lists into the State
libraries and online. Or
possibly worked with this new database at the State Library. Has anyone worked
with the VINE database?

I am sure you know after working down here ( by the way, if I forgot,
thank's for repairing my Ancestors Stone, If I forgot to tell you all) the WPA in
1940 did every cemetery in Harrison Co. I did have every one of the townships
before I loaned some out. Not many counties in the State got this help. I
have located at least 3 or 4 not recorded.They have no stones, only pieces.
Because the church had moved and the cemetery was grown up, Old St. Peters
Cemetery has only 3 Names, in the Taylor Twp. Book ,but after I , my wife
Betty, John and Micki Walters and a fellow John worked with helped recover
Bulldozed stones, We now have in the Library in Corydon 34 Names and almost all of
the Dates from this "cemetery". I haven't given up yet, I'm going back this
Spring and look for more.
If anyone wants names in Floyd or Harrison Co. I would be Glad to
help, Time permitting. Just contact me off List and I'll try to help, knowing the
cemetery would be a BIG help.
