An index of Kentucky vital statistics can be found on the following web page
http://ukcc.uky.edu/~vitalrec/
Check out the tips on ordering Ky. records listed on the Carter Co. Ky genweb page and
save money, if a copy of the microfilm will do and you don't have to an actual
certified certificate.
You might also want to check with your local library. The Kentucky Division of Libraries
and Archives have microfilm of the earlier death certificates and marriage records of all
counties in Ky. I believe copies of these microfilm are available through inter-library
loan. The Carter Co. genweb page also contains the information about contacting the
Archives.
If you want to contact the individual counties, marriage records are kept by the County
Clerk of each respective County of Kentucky. Very few counties have any birth and death
records beyond a simple index, and these are usually kept at the County health
department.
