Denise, You had the right idea. I found a heading "Legislation of Local and
Genealogical Interest, 1800-1825" which does not really include our dates fully. This
is where I found the explanation, however, of the next sections in Source Book III which
also include laws regarding roads and the section with no heading which begins items on
many counties.
On page 264 is the only explanation. These records are extracted from very rare and
largely inaccessible volumes of early Indiana laws. There is microfilm at the IHS through
the year 1851. Having said all this, there is nothing in the table of contents and no
heading for the section that begins the items about people in various counties who
(apparently) took their legal issues to the Indiana legislature for resolution. I suspect
the Indiana Historical Society, the Indiana State Library, and the Indiana State Archives
would have answers.
Francis Philbrick and Lewis W Ewbank abstracted two volumes, respectively, through 1816.
No further information is given about individuals who may have participated. It's
impossible to tell if these individuals and others were working independently or as part
of an organization.

Clearly this was a very serious attempt to document early citizens and this aspect of
their lives.

I found a reference in the "Indiana source book" regarding one of my wife's
ancestors who lived in Morgan County. It mentions that John Peacock, his wife susannah,
and children Louisa, Madison, and Betsy changed their last name to Lamb. I wanted to find
out what the original document said, so I wrote to the Morgan County court to get a copy
of it. The reference in the Indiana Source Book is:

Laws, 1825-26, pp 42-43
The court said that they did extensive research into the civil order books, but
couldn't find anything, but they don't know exactly what the citation means.
Does anyone have any idea where I could look to find this document?
