Maybe he died in a hospital or retirement/nursing home in another county.
If so, that county would have reported the death. If he was a veteran, he
might have lived his last years in a Veteran's home.

I have the WPA records on CD. On it I found the death of:
Lavina H. Smith (age) 86, d. 7 July 1917. Locality: Chili
I did not find a listing that appeared to be Randolph Jacob Smith.
I have the 2 books of Genealogical records of Miami Co, and the Death records
of Miami Co 1921-1974. I found nothing about them in any of those 3 books.
