Hi David,
It seems that this would be a common problem, obtaining a birth certificate when all the
relevant parties are dead. Have you just plain called the vital records office and talked
to a supervisor?
You may have to consult an attorney.

Donna,
I have her death certificate (from California, not Indiana), but I need a birth
certificate. Do you know how or where I can get one with these restrictive regulations on
them?

Death Certificates should be easier to obtain and should work for heritage
societies.Try that department.

Can anyone tell me how or where I can obtain a birth certificate for
the
birth of my mother in Indianapolis in 1923? I need a copy as documentation
for a society lineage application, but I was really surprised today when
the
Health Department (Marion County, I am pretty sure) webpage would not even
let me complete the request because "state law forbids us from providing a
birth certificate to anyone who's name is not on that certificate." That
would be my mother, grandmother, and grandfather, and they died in 1990,
1973, and 1925 respectively, so by default that effectively means NOBODY
can
request this one by law with no way around it.
Can anyone out there confirm this for me, please? If I am wrong about
this,
then can someone direct me someplace where I can request a copy of my
mother's b/c? It need not be certified, just a copy of an actual document.
I thank you in advance for your help and reply.
