You won't find it in the 1860 Census.
According to the Encyclopedia of Indianapolis,
Governor Morton established a state arsenal in 1861 to
provide Indiana troops with munitions, placing Col
Herman Sturm in charge of operations. Sturm, who had
studied ammnition manufacturing in Germany, had a
gunpowder factory on the northwest corner of the State
House grounds. In 1863, when it was considered too
dangerous because of its size, the facility was moved
to a tract of farmland on the near east side belonging
to Sturm. Ammunition was purchased from the Indiana
arsenal until after the fall of Vicksburg and
Chattanooga, when the manufcture of ammunition in the
West became less necessary. The state arsenal closed
April 18, 1864.
On July 11, 1862, Congress passed an act providing for
the erection of three permanent FEDERAL arsenals,
including one at Indianapolis.... In March 1863, 76
acres directly north of the Sturm property on today's
East Michigan Street were purchased for $35,000...
Arsenal Avenue was built to connect the Arsenal
grounds to National Road [Washington Street].
The arsenal was closed in August 1902 and is the
current site of Arsenal Technical High School which
opened in September 1912. The address was 1500 East
Michigan Avenue.

William Knauss in the index and didn't find him.

through all 7 wards and did not see either of them.
Would the Army at the
Arsenal have shown in the census? What if they had
civilian staff living at
the Arsenal?
The 1860 census shows William KNAUSS living at
California House, but I
can't find him in the Census Index by any spelling I
try. I know that he
had done work for the Arsenal.
I'd appreciate any suggestions.
