Applications started becoming available in some
counties in 1882. Not all counties required couples to
fill out applications and since applications were kept
in books separate from the books where licenses were
recorded, some of the counties that had marriage
applications no longer have them (they were destroyed,
lost, etc.)
In the research that I have done it seems to me that
they started recording applications and licenses in
the same books whenever they ran out of space in the
old books that contained just the license and ordered
the new books that had the license and application on
the same page. In some counties this started in the
1890's in some counties not until the late 1900's (ie
1906, 1907). Unfortunately there was no standard until
the Act was revised in 1907 as someone else mentioned
earlier and penalties were put in place for those who
didn't follow the rules.
