After checking out your email again, the data you are looking for is usually
called political or poca data. It should be readily available by a government
agency. To purchase the data, the agency will have to know what digital file
format you want it in. This will be dependent on your mapping software you
decide to purchase. It might be a good idea to find where you can buy the
data and in what formats before you choose the software package.
As previously stated, Autocad is an option, but is not an easy program to
learn. In my day job, I use a program called MicroStation. It is a lot more
sophisticated than Autocad but that just makes it more complex for the user to
learn.
If you want me to check into your options for data, I would be happy to. I do
a ton of plotting (printing) of map products like you are talking about. I
could try to put the maps together for you.
