This is something that many states are experiencing these days. Guess the
Senator's, Representatives of the states are desireing to get into the money
end of genealogy. If someone desires to steel someones identy there are
several ways in which to do that if they want to change their idenity bad enough.
Some states have come up on the good end of the stick and others are not. At
lease Ohio is not designating that they are off limits to everyone. Yes, I
know that the costs are going up and up. I guess that is the price of
documenting everything.
One thing, have you checked with the FHC's as they are supposed to have
copied all relivent records in the states of the US. I have not done this, as so
far the states that I have needed to prove my ancestors has not done what Ohio
has just done. If you go into the states published Journals of state and
county histories there is documentation there. There may be alternatives to
getting documentation of our ancestors vital stats. Get enough documentation from
several sources and prove that source and you should be in good stead.
