I got a death certificate from Jay Co from mid 1880's for my gggm. I was

Would someone know when death certificates began to be issued in Jay
County?
A kind member has shared church death records with me, I was wondering if
death certificates as such would have been issued in 1896 or 1897? Would
there be a county record book at least? I have seen similar for Ohio
counties in late 1800's, listing parents of deceased, cause of death, etc,
and wondered if they were available in Jay County.
If they are available in some form, how would I go about obtaining them?
