A few years back I met Joe Peters, a volunteer at the Jackson Co., IN Genealogy Society
Library. Can’t remember if his father was Joe but he had a family history in the area.
He and Bill Day at the Library were very knowledgeable and super-helpful. I don’t know if
they’re still volunteering there. You might have some luck checking there if you haven’t
already.

Could Joseph's surname actually have been Peters? It seems to have been transcribed
incorrectly on census records. There is a marriage record for Mary White & Joseph S
Peters who were married 14 Mar 1861, in Jackson county, Indiana.
